E-Governance Solutions

E-Governance solution of ARK is a system for organizations and communities to include government, nonprofit, and private-sector entities together; with no distinct boundaries. The model for e-governance is a one-stop system, where citizens / members / employees have access to a variety of information and services.

An ideal system would be one for employment where members create profiles and is presented with employment opportunities at the federal, state, local, non-profit, and private-sectors; these services can also be offered through websites but more often than not users are required to reenter their information for the specific job. However, not all stakeholders have the same desired end-state which inhibits the possibility of a one-stop system.

E-Governance or Electronic Governance solution in simple terms; refers to governance processes in which Information and Communications Technology (ICT) play an active and significant role.

The role of ICT in Governance Sphere could be four fold:

• Improve quality of Governance/Community products and services being currently provided

• Provide new Governance/Community services and products

• Enhance participation of people in choice & provision of Governance/Community products & services

• Bring new sections of society under the governance sphere (including those who are most likeable to remain excluded - namely the poor, women, indigenous people, the youth and underprivileged sections)

In other words, it is not just the simple digitalization, or automation of governance services. It is much more than that. E-governance has to be seen as a ‘tool’ for good governance and human development.

UPDATE: KEY LEARNINGS

E-governance solution has to be viewed as a Community/Organization process dealing with reform of governance towards good governance. And governance reform is a slow process- requiring engaging with institutions & bringing about attitudinal and constitutional changes.

• Where leaders lead the community, electronic governance can significantly catalyze the reform process towards good governance.

• In absence of vision and leadership will, the impact of electronic governance models will be weak and may not lead to qualitative change in governance processes. In such cases, there will be far greater onus on civil society organizations/communities to build strong citizens/membership movement to either create a common will or to bring about a change in leadership vision.
